Menjadi Peserta Focus Group Discussion tentang Penyiapan Regulasi Pemanfaatan Teknologi Gasifikasi Batubara di Indonesia

Follow up dari Konferensi Underground Coal Gasification dan Coal Gasification yang dilaksanakan oleh IBC Singapore bulan lalu, saya diundang oleh Puslitbang Tekmira, MINERBA Kementerian ESDM pada Tanggal 10 Desember 2013 di Hotel Bidakara, Jakarta Selatan. Pembicara dan fasilitator yang diundang hadir tidak hanya dari perwakilan Dirjen Minerba tapi juga dari perwakilan Dirjen Minyak dan Gas Bumi.

Pada kesempatan FGD ini terjadi pertukaran informasi tentang kesiapan bahan baku, regulasi feedstock dan pengusahaan teknologi pemanfaatan batubara yang dilakukan oleh berbagai pihak di Indonesia dengan sasaran sebagai berikut:

  1. Mengetahui perkembangan teknologi gasifikasi batubara, UCG dan CWM.
  2. Mengetahui kesiapan feedstock untuk implementasi teknologi gasifikasi batubara, UCG dan CWM.
  3. Tersusunnya masukan bagi regulasi pemerintah untuk pengusahaan teknologi gasifikasi batubara, UCG dan CWM.
  4. Mengetahui usulan tataniaga produk gasifikasi batubara, UCG dan CWM.
  5. Mempercepat penerapan teknologi gasifikasi batubara, UCG dan CWM.

Acara yang dibuka oleh Kepala Pusat Penelitian dan Pengembangan Teknologi Mineral dan Batubara, Kementrian ESDM, Ibu Dra. Retno Damayanti Dipl. EST dan juga dimoderasi oleh Bapak Prof. Bukin Daulay melahirkan beberapa pembahasan yang akan dilanjutkan ke tahapan selanjutnya antara lain:

  1. Permitting issues. The processing permit of UCG & coal gasification to produce syngas will be under the department of coal & mineral.
  2. Permitting issues. The permit for trading & specification of coal gasification products consist of SNG, DME, & all other type of fuels will be by the department of oil & gas.
  3. Permitting issues. The permit for trading & specification of all petrochemical products will be by department of industry.
  4. Permitting issues. The permit for trading & specification of the coal gasification products for public electricity by the electricity department.
  5. The law and regulation pushing to utilize the coal and mineral resources to add value for domestic need, Law No. 4 Year 2009 will be released starting January 2014. The requirement is to build smelter and processing plant in Indonesia instead of just exporting in raw materials form.
  6. The background on why the government utilized the coal as fuel and raw material for petrochemicals
  • Coal resource is abundant
  • The decrease of domestic oil lifting production.
  • The increase of fuel consumption
  • The increase of import of fuel for domestic consumption
  • President Instruction No. 5/2006, the target for coal to liquids utilization in 2025 shall be over or equal to 2% of energy mix

7. Challenges on coal gasification

  • High investment
  • Limited infrastructures for coal to liquids and coal gasification supply chain
  • CO2 control

8. Government policy to push forward on coal gasification

  • Study and research on coal gasification and coal liquefaction
  • Facilitate the cooperation and joint study for this type of project
  • Facilitate the cooperation for supply guarantee of coal for petrochemical raw materials
  • Possibility to give investment incentives for this type of projects
  • Develop supply chain and specification on coal gasification products.

      9.  The coal price is estimated USD 14/Ton (I think this is low rank coals) for coal gasification sectors to produce fuels and chemicals. This will be added on the regulation.

     10.  Coal to DME will also be the option to displace the need for LPG for community and housing needs.

     11.  CWM is used to substitute the MFO in the industry.

     12.  Concerns from several companies such as MEDCO, Bukit Asam, Pupuk Indonesia & subsidiaries regarding the complexity of the permitting and licensing since all these business will involve both department of coal and mineral & oil and gas. The permitting for mining exploration and exploitation themselves are complicated.

     13.  Black & Veatch added the concerns on environment regulations and standards included in the new regulation to support & trigger the investment. The world bank and some international financing institution provided several requirement on environmental things. For example: Carbon capture mechanism to control emission, UCG EHS, etc. All requirements with regard to this concern have been sent to ministry ESDM.

Semoga dengan inisiatif yang dilakukan oleh Kementerian ESDM ini membuahkan hasil yang mumpuni dalam rangka mewujudkan regulasi coal gasification, underground coal gasification dan coal water mixture sehingga kebijakan ini menjadi dasar tumbuhnya iklim investasi industri di sektor ini. Dengan pemanfaatan batubara kita yang berkalori rendah melalui proyek-proyek gasifikasi akan meningkatkan ‘value added’ dan neraca kerja Insinyur Indonesia, multiplier effect sampai ke masyarakat lokal, meningkatkan jumlah lapangan pekerjaan, dan pada akhirnya meningkatkan pertumbuhan ekonomi sektor riil domestik Indonesia.
